BALTIMORE - John Harbaugh could have gloated. He could have bragged.

Instead, the Baltimore Ravens coach played the role of gracious big brother after he bested Jim Harbaugh and the San Francisco 49ers 16-6 Thursday night in the first NFL game featuring brothers as opposing head coaches.

The Ravens (8-3) tied a franchise record with nine sacks to end San Francisco's eight-game winning streak.

"To the 49ers and to my brother, I can't tell you enough how proud I am of him and the job he's done building that football team," John said of Jim, a rookie NFL coach. "That's a football team. The way they're built, it's pretty hard to figure out a way to beat them."

John, 49, and Jim, 47, grew up dueling each other in all sorts of games. This, however, was the first time their sibling rivalry was displayed on a national stage.

During the final minute, John got a Gatorade bath from his players ? twice. After the game ended, the brothers hugged at midfield.

"There's a saying that says, 'As iron sharpens iron, so does one man sharpen another,'" Jim said. "And I have to say my brother John is the sharpest iron I've ever encountered in my life."

The Ravens chased, hindered and battered 49ers quarterback Alex Smith for much of the night despite playing without middle linebacker Ray Lewis, the team's leading tackler and spiritual leader. Lewis was inactive for a second straight game with a foot injury.

Smith completed 15 of 24 passes for 140 yards and an interception, and San Francisco (9-2) was held without a touchdown for the first time this season. Smith never could get into a rhythm against an aggressive defense that rarely let him set up in the pocket.

"It's tough to get ready for a defense like that in a short week. They do so many things," he said. "They're a great front. At home with the crowd noise, they were teeing off."

Terrell Suggs had three sacks for first-place Baltimore, which moved a half-game ahead of the Pittsburgh Steelers in the AFC North.

"That's always the game plan, to get after the quarterback, but I think the No. 1 game plan was to win the Harbaugh Bowl," Suggs said. "Coach tried to downplay it ? act like it's not me against my brother, this is the Ravens vs. the 49ers and let's get win No. 8 and make sure our destiny is in our own hands ? but it was really important to him. We as a team went out there and really wanted to win for him."

Baltimore broke a 6-6 tie with a 76-yard, 16-play drive that lasted more than 7? minutes and ended with an 8-yard touchdown pass from Joe Flacco to tight end Dennis Pitta with 14:56 left. Flacco went 4 for 4 for 34 yards and a touchdown on third down during the drive.

"When you have that kind of game plan ? your line being so efficient on third downs ? you have to come through," Flacco said.

Billy Cundiff wrapped up the scoring with his third field goal, a 39-yarder with 4:16 remaining.

In a game dominated by both defenses, Flacco finished 15 for 23 for 161 yards and Ray Rice ran for 59 yards on 21 carries.

The 49ers began the third quarter with a 13-play drive that lasted 7? minutes and produced a 52-yard field goal by David Akers for a 6-6 tie. The key play was an 18-yard completion from Smith to Michael Crabtree on a third-and-17 from the San Francisco 26.

The Ravens responded with their lone touchdown drive of the game.

Baltimore sacked Smith four times in the first half and picked off a pass in taking a 6-3 lead.

The Ravens took the opening kickoff and moved 55 yards ? 38 of them on a pair of Flacco-to-Anquan Boldin completions ? before Cundiff kicked a 39-yard field goal.

Late in the first quarter, a 20-yard completion from Smith to tight end Vernon Davis set up a 45-yard field goal by Akers.

The 49ers blew a chance to take the lead when Frank Gore was penalized for a chop block on a 75-yard touchdown pass from Smith to Ted Ginn, who got behind Cary Williams deep down the middle.

Neither team had much luck moving the ball until San Francisco's Tarell Brown was called for pass interference on a long pass to Torrey Smith. The 50-yard penalty put the ball at the 15, and although the Ravens turned it into a first-and-goal at the 4, they had to settle for a 23-yard field goal with 2:51 left in the half.

Notes: Baltimore has won all six home games this season and 15 of 16. ... Gore finished with 39 yards on 14 carries. ... Although the Ravens had a first-and-goal at the 4 in second quarter, the 49ers held and kept intact their distinction of not allowing a TD rushing all season. ... Lee Evans had a catch for the Ravens, his first reception since Week 2 after missing seven games with an ankle injury.

(AP) ? China's superrich want supercars.

That's what the makers of world's most exotic and expensive sports cars are hoping as they gather in Macau this week for the first Asian edition of Monaco's annual Top Marques show that began eight years ago.

The supercar companies are chasing growth in China, which is churning out scores of new millionaires each year and is home to the world's biggest auto market.

Ferraris and Lamborghinis sat alongside rare and beautiful automotive works of art from lesser known marques like Italy's Pagani, West Richland, Wash.-based SSC and Sweden's Koenigsegg. They drew admiring looks from wealthy auto enthusiasts from China and other Asian countries.

Sales staff were hoping to sign deals with some of the 20,000 expected visitors. One of them was Steve Chen, who built his fortune in China with a motivational speaking business. He was admiring the Pagani Huayra, an euro849,000 ($1.1 million) street rocket sheathed in carbon fiber and titanium with gull wing doors and a V-12 engine churning out 700 horsepower.

Chen was thinking of buying a Pagani or a Bugatti Veyron Grand Sport to add to his collection of 15 to 16 high-end cars, which he divides between his bases in Taiwan and Shanghai.

"I go to a lot of auto shows in China. I've loved cars since I was a kid and I have been collecting many different car brands," said Chen, who opened his leather satchel to reveal keys for a Ferrari, a Lamborghini and a Rolls-Royce, careful not to display them too ostentatiously.

Chen, who visited the Bugatti factory in France for a test drive, said he admired the Veyron's top speed of more than 400 km/h (250 mph) though he did wonder aloud to the sales staff why the car, which has a list price of 39 million yuan ($6.1 million) in China, was so expensive.

China's billionaire ranks, boosted by the country's fast-growing economy, swelled to 271 in 2011, 82 more than last year, according to the Hurun Report, China's version of the Forbes rich list. The number of millionaires grew by 85,000 in 2011 to 960,000. Rising wealth levels are reflected across Asia, which had 3.3 million millionaires last year, surpassing Europe for the first time and closing in on North America's top spot, according to a study by Merrill Lynch and Capgemini.

With so much wealth being created, "there's a fair bit of competition and these companies will now have to establish their brands and see if their brands will get a following," said Amar Gill, who authored a recent CLSA Asia-Pacific Markets report on Asia's wealthy.

China's vast expanses, linked by an extensive network of newly built of freeways, could help business for supercar makers.

"Given that you've got these long stretches you can drive on, having a nice car is a bigger attraction than being in a city-state where it's just a status symbol," said Gill, who is based in Singapore.

Organizers of the four-day show, which ends Sunday, expected about 60 percent of visitors to be from mainland China, with another 20 percent from Hong Kong and the same amount from Japan, South Korea, Taiwan and Southeast Asia.

"The growth in China has been exponential and the various manufacturers who are represented here today have all noticed that their biggest market is China," said show organizer John Hardyment.

China's supercar "market is growing rapidly, growing a lot faster than the entire car market," said Wilson Lee, Lamborghini SpA's Beijing-based head of China operations.

To be sure, the supercar market is a small portion of China's overall auto sales, which rose 32 percent last year to 18 million vehicles. Sales have slowed this year and analysts forecast growth of less than 10 percent.

Lamborghini, owned by Volkswagen AG, expects to sell about 350 cars in China this year, 70 percent more than last year, Lee said.

China overtook the U.S. this year to become Lamborghini's biggest market and Lee predicted similar sales growth for "another two years before it levels down a little bit." The company opened five dealerships in China this year, adding to 14 existing ones. When the 20th opens next year, China will have a sixth of the company's 120 dealerships worldwide.

Most Chinese Lamborghini buyers are worth at least 100 million renminbi ($16 million) and nine in 10 pay in cash, Lee said. About two-thirds are younger people aged 20 to 32 from wealthy families while 10-20 percent are older auto enthusiasts who drive their supercars mainly at the track on weekends. The remaining 10 percent don't drive them at all.

"We call them collectors. They just put it at home like a fine painting or piece of art or sculpture. They have huge houses and they will have their whole collection of luxury cars on display," Lee said. "Some of these cars don't have a single kilometer on them. They basically forklift it and put it down at home because they don't want to put any miles on the car."

Postal prices going up for express, priority mail

(AP) ? The cash-strapped U.S. Postal Service is raising rates for its more profitable express mail and priority mail shipping next year, part of its efforts to stave off bankruptcy.

The new prices take effect Jan. 22 and include the introduction of a new flat rate of $39.95 for express mail boxes, with separate increases for letters. Previously, prices were $13.25 or higher based on package weight and distance.

The Post Office said the rate hikes still make its shipping the best value compared to private companies such as UPS and FedEx.

The new prices amount to a roughly 5 percent increase. They are in addition to a previously announced 1-cent hike in first-class mail to 45 cents. The independent Postal Regulatory Commission will review the proposed hikes before they take effect.

Predators drive the evolution of poison dart frogs' skin patterns

ScienceDaily (Nov. 21, 2011) ? Natural selection has played a role in the development of the many skins patterns of the tiny Ranitomeya imitator poison dart frog, according to a study that will be published in an upcoming edition of American Naturalist by University of Montreal biologist Mathieu Chouteau.

The researcher's methodology was rather unusual: on three occasions over three days, at two different sites, Chouteau investigated the number of attacks that had been made on fake frogs, by counting how many times that had been pecked. Those that were attacked the least looked like local frogs, while those that came from another area had obviously been targeted.

The brightly coloured frogs that we find in tropical forests are in fact sending a clear message to predators: "don't come near me, I'm poisonous!" But why would a single species need multiple patterns when one would do? It appears that when predators do not recognize a poisonous frog as being a member of the local group, it attacks in the hope that it has chanced upon edible prey. "When predators see that their targets are of a different species, they attack. Over the long term, that explains how patterns and colours become uniform in an area," said Bernard Angers, who directed Chouteau's doctoral research.

A total of 3,600 life-size plasticine models, each less than one centimetre long, were used in the study. The menagerie was divided between two carefully identified sites in the Amazon forest. "The trickiest part was transporting my models without arousing suspicion at the airport and customs controls," Chouteau said. He chose plasticine following a review of scientific literature. "Many scientists have successfully used plasticine to create models of snakes, salamanders and poison dart frogs." The Peruvian part of the forest proved to be ideal for this study, as two radically different looking groups of frogs are found there: one, living on a plain, has yellow stripes, and the other, living on a mountain, has green patches. The two colonies are ten kilometers apart. 900 fake frogs were placed in each area in carefully targeted positions. Various combinations of colours and patterns were used.

Chouteau was particularly surprised by the "very small spatial scale at which the evolutionary process has taken place." Ten kilometers of separation sufficed for a clearly different adaptation to take place. "A second surprise was the learning abilities of the predator community, especially the speed at which the learning process takes place when a new and exotic defensive signal is introduced on a massive scale," Chouteau said.

This process could be at origin of the wide range of colour patterns that are observed not only in frogs but also many species of butterflies, bees, and other animals. Mathieu Chouteau is in fact currently undertaking post-doctoral research into the Heliconius genus of butterfly. "Considering that this kind of project requires regular field work, I have taken up residence in the small town of Tarapoto, where I am responsible for the opening of a research centre that will facilitate the study of neotropical butterfly mimicry," he said.

Buffy the Facebook phone coming?

"Slayer" was the working name when Facebook labs first launched its black ops detail, tasked with building a real-life Facebook phone ? something we first heard about almost a year and half ago.??

Short for "Social Layer," Slayer was expected to feature integrated hardware and software, and allow Facebook to monetize in-app payments, All Things D recently reported. With the code name later changed to the less-violent sounding "Buffy" ? in honor of one of the best TV shows ever ? the team worked in its own separate building on Facebook?s Palo Alto campus, access to which came via restricted keycards.

Fourteen months later ? following several poorly-selling HTC handsets with little more than dedicated Facebook sharing buttons ? the long-rumored Facebook phone may soon be more than the stuff of legend.?

"Facebook is now partnering with HTC to build an Android-based phone ? code-named "Buffy" ? around its social operating system platform," AllThingsD reports. Despite Facebook?s frenemy status with Google, the Facebook phone will reportedly operate on a customized Android OS?? and it?s got a real hero?s journey ahead.

More than fashionably late to the party, the Facebook phone would enter a market owned by Apple and Android. What was the hold up? According to AllThingsD, Facebook?s original goal was to build a cellular device better than iPhone.

The project crashed and burned, reportedly because of budget constraints and office politics confounding the overly ambitious attempt to do something outside Facebook?s field of expertise. But "Buffy" is back?? projected to hit the market in 12 to 18 months ? even though there?s no clear indication that anybody wants to buy it.

"Our mobile strategy is simple: We think every mobile device is better if it is deeply social," a Facebook spokesperson told AllThingsD, neither confirming or denying Buffy is on the way. ?We?re working across the entire mobile industry; with operators, hardware manufacturers, OS providers, and application developers to bring powerful social experiences to more people around the world."

Conquering mobile may be crucial to Facebook?s ongoing success, however. The social network is one of the most popular apps going, but as AllThingsD notes, in the end it?s just an app.

"Apple has has fought to maintain strict control over payments within its mobile apps, even if those apps run off of Facebook?s platform, and it also made Twitter its social partner," AllThingsD reports. "Google is increasingly a direct competitor, as it is working to promote and integrate its own social network, Google+, across all its products."

While Facebook is now part of our daily lives, it?s hard to imagine anybody wants a phone with deeper integration, which notably means more to the social network than to mobile users. Facebook wants the money that comes from the ability to process in-app payments ? something it doesn?t get with its current partnered phones.

Using a Facebook-customized Android OS, however, may mean that mobile customers won?t have access to the Google apps we now have in our daily lives. A phone without access to Google Maps isn?t a world anybody wants to live in. Besides that, even the most hardcore Facebook users would be hard-pressed to dump the iPhone because it?s better for the social network.

He reportedly took a DNA test Friday, as Bieber looks to officially clear his sperm and end talk that he's the father of Mariah Yeater's child.

"At one point Justin even sang I Feel Good, a la James Brown! They were totally adorable," an onlooker reports of Justin and Selena. "They were snuggling in between takes, and he was serenading her! They look as in love as ever."

BERLIN - Michael Ballack scored against his former team, helping Bayer Leverkusen win 2-0 at Kaiserslautern in the Bundesliga on Friday night.

Ballack's 20-yard shot slipped through goalkeeper Kevin Trapp's fingers in the 54th minute. Ballack played with a protective mask for his broken nose.

Another former Kaiserslautern player, Sidney Sam, scored off a pass from Lars Bender in the 70th.

LOS ANGELES (TheWrap.com) ? ABC announced its midseason premiere schedule Friday, revealing that the new series "GCB" (short for "Good Christian Belles," originally "Good Christian Bitches") will occupy the slot following "Desperate Housewives," debuting Sunday, March 4 at 10 p.m.

Some prominent omissions from the midseason schedule -- the freshman comedy "Man Up," which has been struggling in the ratings, and which now has "Work It" in its 8:30 p.m. Tuesday timeslot, and "Pan Am," which previously had been in the post-"Housewives" slot that "GCB" is filling.

The midseason premieres begin Tuesday, January 3 with the bow of "Work It." The much-anticipated "Celebrity Wife Swap" follows, and will occupy the Tuesday 9 p.m. timeslot.

The Ashley Judd drama "Missing," meanwhile, will premiere Thursday, March 15, occupying the 8 p.m. timeslot.

The new season of "Dancing With the Stars," meanwhile, will premiere Monday, March 19 at 8 p.m.

(AP) ? A former board member of Olympus Corp. said Friday that he launched an online petition to persuade the Japanese company to bring back Michael Woodford, the British executive fired for questioning payments made to cover up huge investment losses.

Koji Miyata, who served on Olympus' board from 1995 to 2006, told The Associated Press that he wants the company to issue a public apology to Woodford and reinstate him as chief executive officer.

Woodford was fired last month after raising questions about $687 million in payments for financial advice and expensive acquisitions of companies unrelated to Olympus' mainstay businesses. Woodford also had urged company executives to resign before being ousted himself.

The company later admitted that the payments were made to cover up huge investment losses since the 1990s.

"No matter how you look at this, the only person who did the right thing all along was him," said the 70-year-old Miyata.

Olympus had no comment Friday on the petition drive, but management has steadfastly refused to bring Woodford back.

Woodford, 51, a 30-year employee at Olympus had been groomed since his 20s to be a top executive. He technically cannot be kicked out except at a shareholders' meeting.

Miyata's website said the weeklong petition had 377 signatures. Miyata said the tally had actually reached 2,700 signatures, but the numbers were unclear because the site crashed repeatedly from a deluge of access, and some of support came in anonymously.

Japanese authorities have started an investigation. The reputation of Tokyo-based Olympus, the global leader in endoscopes, has been battered. Prime Minister Yoshihiko Noda has expressed worries about the credibility of Japan Inc. in the international community.

Olympus, founded in 1919, must report revised earnings by Dec. 14, or face delisting from the Tokyo Stock Exchange.

Japanese media reported Woodford will be in Japan next week to speak with investigators. Woodford did not immediately respond to requests for comment by the AP.

Miyata said he had no direct knowledge of what appeared to be an elaborate financial scheme concocted over the years.

Overpacked China school bus crashes, 18 kids die (AP)

BEIJING ? Relatives of poor children in a remote rural area who were injured when their overcrowded school minibus crashed said Thursday their parents had worried for their safety every time they got into the makeshift bus.

The nine-seater vehicle was stuffed with 62 kindergarten students, a teacher and the driver when it crashed head on with a heavy truck on Wednesday morning on its way to school in China's Gansu province.

At least 18 kindergarten students and the two adults were killed, officials said. The two people in the truck were unhurt.

At Qingyang No. 1 People's Hospital, one of the two hospitals where the dozens of injured children were being treated, relatives said they knew their school bus was overcrowded.

"It was very dangerous," said a man who would give only his surname, Zhou. "Parents were worried about their children every time they sent them in the school bus because it was carrying way too many children."

Zhou is the uncle of 5-year-old Wu Cheng, who had been sitting in the back of the school bus when it slammed into the truck. He was injured to his head and feet, and his nose was bleeding intermittently in hospital.

His parents, like many of those of the young crash victims, were migrant workers, farmers and other poor people pushed to seek work outside of the countryside. Wu's parents work in Shanghai and heard of the bus crash on the news. They were hurrying to the hospital and were expected to arrive Thursday evening.

17 preschoolers killed in China school bus crash

At least 17 kindergarten kids and two adults were killed Wednesday when a school bus with just nine seats but crammed with 64 people crashed on its way to class in western China, state media reported.

Authorities blamed overloading for the accident in which the bus collided head-on with a truck loaded with coal in China's Gansu province, Xinhua News Agency said.

Forty-five others, mostly children, were sent to hospital, 13 of whom were seriously injured, Xinhua said.

The 17 young victims were on their way to Little Doctor Kindergarten in Qingyang city when the accident happened at 9:40 a.m. Wednesday (8:40 p.m. ET), Xinhua said. It earlier said the kindergarten was called Yulinzi Township Kindergarten.

The bus was run by the kindergarten, Xinhua said, citing Li Yuanqing, a press official with Zhengning County government.

"We are doing all we can to reassure the parents," said a local government official, who, like many Chinese would give only his surname, Gao.

Such overcrowding on school buses is common in China, and accidents happen frequently because of poorly maintained vehicles and poor driving habits. State television aired a story in September on a minivan with eight seats that was stopped while carrying 64 preschoolers.

Turkey ends coach Guus Hiddink's contract

ANKARA, Turkey (AP) -Guus Hiddink is available again after parting ways with the Turkish football federation on Wednesday following Turkey's failure to quality for next year's European Championship.

The federation said it had reached a mutual agreement with the 65-year-old Dutch coach to end the contract that was due to expire in August 2012.

"We thank Guus Hiddink for services rendered during his term and wish him a healthy and happy life," the federation said.

Turkey managed to hold Croatia to a 0-0 draw in the second leg of the Euro 2012 playoffs in Zagreb on Tuesday, but Croatia claimed a place in the final tournament 3-0 on aggregate.

After the match, Hiddink indicated he was likely to stand down.

"I think this is my last match with this team, there is a high probability of that," Hiddink said.

Turkish media reported that Hiddink had bid farewell to the players in Zagreb and did not return to Istanbul with the team.

Hiddink, whose name has been frequently linked to a return to Chelsea, coached South Korea to the 2002 World Cup semifinals and Australia to the second round at the 2006 World Cup. He also guided Russia to the semifinals of the 2008 European Championship.

He was hired in 2010 to take Turkey - a 2002 World Cup semifinalist - to Euro 2012 but failed to work his miracle on the Turkish side. Of the 16 international games played under Hiddink's guidance, Turkey won seven, lost five and drew four.

Hiddink, who has also coached PSV Eindhoven, Real Madrid, Valencia and Fenerbahce, stayed on as a Chelsea adviser after winning the FA Cup in 2009.

The Turkish federation did not say who was expected to replace Hiddink but Belediyespor coach Abdullah Avci is considered to be a top contender for the post.

After wrapping up a performance abroad on Thursday (November 17), Lady Gaga gave fans what she'd promised.

In a tweet posted Thursday afternoon, she wrote, "MARRY THE NIGHT: THE PRELUDE PATHÉTIQUE," with a link to a teaser for the full-length clip for her latest Born This Way track.

Directed by Gaga herself and clocking in at nearly two minutes, the preview pays homage to high school feminist literature like "The Bell Jar" and "Girl, Interrupted." As the image of a brunette Gaga fades in, a very "Prozac Nation"-esque voiceover kicks in: "When I look back on my life, it's not that I don't want to see things exactly as they happened, it's just that I prefer to remember them in an artistic way.

"And, truthfully, the lie of it all is much more honest because I invented it," Gaga continues, as a close-up of her face fills the screen. "Clinical psychology tells us arguably that trauma is the ultimate killer. Memories are not recycled like atoms and particles in quantum physics — they can be lost forever. It's sort of like my past is an unfinished painting, and as the artist of that painting, I must fill in all the ugly holes and make it beautiful again."

The camera pans out a bit more to reveal that Gaga is on a gurney, being pushed down the hallway by two nurses (an image teased in a still last week). "It's not that I've been dishonest, it's just that I loathe reality," she confesses as the nurses push her down a hallway.

Still giving her monologue, Gaga adds, "For example, those nurses, they're wearing next season Calvin Klein and so am I. And the shoes? Custom Giuseppe Zanotti. I tipped their gauze hats to the side like Parisian berets because I think it's romantic and I also believe that mint will be very big in fashion next spring." As the nurses open a door, the pop star says, "Check out the nurse on the right. She's got a great ass. Bam."

In the next frame, several other patients are revealed. "The truth is, back then at the clinic they only wore those funny hats to keep the blood out of their hair," Lady Gaga says. "And that girl on the left, she ordered gummy bears and a knife a couple hours ago. They only gave her the gummy bears; I wish they'd only given me the gummy bears."

The tease closes with those two nurses pushing Gaga and leaving fans to wonder what's next for their Mother Monster. While the release date for the video is still unknown, the singer did have this information for her fans: "The full prelude is 7 min 33 seconds & 15 frames."

Last month, Gaga was spotted shooting the video in various locations throughout New York City. The song itself is a tribute to her hometown.

Arabs, Israel to attend nuclear talks, Iran uncertain (Reuters)

VIENNA (Reuters) ? Arab states and Israel plan to attend a rare round of talks next week on efforts to free the world of nuclear weapons but Iran has yet to say whether it will take part, diplomats said on Wednesday.

The November 21-22 forum, hosted by the International Atomic Energy Agency in Vienna, is seen as symbolically significant bid to bring regional foes together at the same venue, even though no concrete outcome is expected.

If conducted smoothly with relatively toned-down rhetoric on all sides, it could send a positive signal ahead of a planned international conference next year on ridding the Middle East of nuclear and other weapons of mass destruction.

"It is a good opportunity for everybody to sit and talk but

I don't think it is going to achieve a tangible result," a Western diplomat told Reuters.

An Arab envoy said he and others would probably mention Israel's assumed nuclear arsenal in their statements, but would not include anything "that would create polarization" in the meeting room.

"We expect to pinpoint the issues that could be an obstacle or impediment to establishing a nuclear free zone in the Middle East and possibly how to deal with them," the envoy said.

"Everybody knows that the Israeli nuclear capabilities are a big obstacle in this endeavor," the Arab diplomat said in comments that may irritate Israel.

Israel is widely believed to have the Middle East's only nuclear arsenal, and faces frequent Arab and Iranian condemnation.

Israel and the United States regard Iran as the region's main nuclear threat, accusing Tehran of trying to develop an atomic bomb in secret. An IAEA report last week added weight to those allegations which Iran denies.

Next week's discussions, convened by IAEA chief Yukiya Amano, will focus on the experiences of regions which have set up Nuclear-Weapons-Free Zones (NWFZ), including Africa and Latin America.

IAEA member states decided in 2000 to hold the meeting but it has taken this long for the parties involved to agree on the agenda and other issues.

All 151 IAEA member countries have been invited to the talks, to be chaired by senior Norwegian diplomat Jan Petersen, but Middle East envoys will take center stage.

NUCLEAR MEETING IN FINLAND

"The forum will consider the experience of five NWFZs and two regional verification arrangements and discuss the potential relevance of such experience to the creation of a NWFZ in the Middle East," the IAEA said in a statement.

Diplomats said Israel and Arab states had accepted the invitation but that there had as yet been no word from Iran, which in September said it saw no justification for such a meeting now and took a swipe at arch-enemy Israel.

Israel, the only Middle East country outside the nuclear Non-Proliferation Treaty (NPT), has never confirmed or denied having nuclear weapons under a policy of ambiguity to deter numerically superior foes.

It says it would only join the treaty if there is a comprehensive Middle East peace with its longtime Arab and Iranian adversaries. Israel would have to renounce nuclear weaponry if it signed the 1970 agreement.

Last month, the United Nations said Finland agreed to host a potentially divisive international meeting in 2012 to discuss ridding the Middle East of weapons of mass destruction.

The idea for that conference came from Egypt, which pushed for a meeting with all states in the Middle East to negotiate a treaty that would establish a nuclear arms-free zone.

Washington's commitment will be key to the success or failure of next year's talks, Western diplomats say, as it is the only state that can persuade Israel to attend.

The Arab envoy and others said setting up this kind of zone in the Middle East would not happen any time soon.

"It is very distant. It is a very complicated issue. There is a lot of mistrust among the parties," the envoy told Reuters.

BlackBerry Bold 9790 hands-on (video)

Since its launch earlier today, the Bold 9790 has been a device of curious beginnings. For a start, RIM selected Indonesia for the smartphone's launch event and first availability -- it won't be reach stores here until early 2012, which is an interesting move by the manufacturer to reflect its globalized market. Then, of course, there was the strangely familiar nature of the BB OS 7 handset itself. At first glance, it looked like a lower-end Curve 9360 that had been confusingly dressed up to look more like its flagship brother, the Bold 9900/9930. However, now that we've had some hands-on time with it, it's clear that this first impression is unfair. The 9790 is a solid handset in its own right, which takes some of the 9900's best attributes, like the touchscreen and 'fret style' angled keys, and whittles them down into a more pocket-friendly 2.44-inch form factor, which -- RIM hints -- "may be slightly cheaper" to the end user. It's also true that this shrinkage comes with some sacrifices, such as a slightly slower 1GHz processor, a lower 360 x 480 resolution and a plastic construction.
